Plot

Well organised terrorists are out to get one thing, to have President Robert Baker (Roy Scheider) kill himself live on national television. To achieve this goal, we see the terrorists orchestrate a brilliant plan to steal the nuclear launch codes with the aid of the latest and most imaginative technology available. The codes are in the capable care of Major Frank Cross (Dolph Lundgren), a soldier with a fantastic "public perception" following his unauthorised drop of food aid, but not with the military brass who see him as a renegade and a loose cannon. Because of this, Cross is on his own to prevent the catastrophe that awaits the nation, with one nuclear weapon aimed at Mount Rushmore, and two nuclear weapons aimed at Washington D. C.
